An AB 60 license is a California license

A license issued under Vehicle Code section 12801.9 is a driver’s license: the same written test, the same drive test, the same rules of the road. We quote it the way we quote any other.

An ITIN works where a form wants an SSN

An ITIN is the nine-digit number the IRS issues to people who need a taxpayer number but are not eligible for a Social Security number. Carriers commonly accept one, and some ask for neither.

First policy in the US? Not a strike

Insurance Code section 1861.02(c) says the absence of prior automobile insurance coverage, in and of itself, cannot decide your eligibility or your rate. Starting from zero is allowed to be ordinary.

The questions a web form has no field for

Most online quote tools put a Social Security number in a required field and stop dead when you leave it blank. A person can just ask the next question instead: what does your license say, whose name is on the registration, and is your name spelled the same way on both.

Licenses, documents and insurance in California

Since 2015 the California DMV has issued driver’s licenses to applicants who cannot submit proof of authorized presence in the United States, provided they meet every other licensing requirement and can prove their identity and their California residency. The rule is Vehicle Code section 12801.9. People call the result an AB 60 license, after the bill that created it. What it is, in practice, is a California driver’s license.

The card is printed as a federal non-compliant card, which is why it reads Federal Limits Apply across the front. The DMV’s own REAL ID page calls a REAL ID optional and says a Federal Limits Apply card may still be used as photo identification. For driving, and for insurance, the notation changes nothing: carriers rate a California license, and the wording printed on it is not one of the things they rate.

Two things are worth knowing before you shop. First, you do not need a Social Security number to buy auto insurance here — an ITIN is commonly accepted in its place, and some carriers work from a license number alone. Second, Insurance Code section 1861.02(c) provides that the absence of prior automobile insurance coverage, in and of itself, is not a criterion for eligibility or for your rate. Can I get car insurance with an AB 60 license?

Yes. A license issued under Vehicle Code section 12801.9 is a California driver’s license, and carriers quote and issue policies on it. Which company fits you best depends on your record, your car and where you park it overnight — which is exactly what a quote is for.

Do I need a Social Security number?

I have never had insurance in the US. Does that count against me?

Not on its own. Insurance Code section 1861.02(c) provides that the absence of prior automobile insurance coverage, in and of itself, is not a criterion for eligibility for a Good Driver Discount policy or generally for rates, premiums or insurability.

What does California require me to carry?

Vehicle Code section 16056 sets the liability minimum at $30,000 for injury to one person, $60,000 per accident, and $15,000 for property damage, for policies issued or renewed on or after January 1, 2025. Plenty of drivers choose higher limits; an agent can show you what each step up would mean.
