An IDP Is a Translation, Not a License

An International Driving Permit is a small booklet that restates the information on your existing driver's license in several languages. That is its entire function. It is a translation, issued in a standard format recognized across many countries, and it has no independent authority of its own.

The single most important thing about it

An IDP is only valid alongside the license it translates. On its own it authorizes nothing. If your home-country license expires, is suspended, or is left at home, the IDP in your glovebox does not fill the gap. It is a companion document, full stop.

People get this wrong in an expensive direction: they buy an IDP believing it lets them drive in California without a valid license. It does not, and no document sold online does.

Does California require one?

No. Vehicle Code section 12502 exempts a visiting nonresident over 18 who has in immediate possession a valid driver's license issued by the foreign jurisdiction of which they are a resident. The statute asks for the license. It does not ask for an IDP.

Where an IDP genuinely earns its keep is friction reduction. If your license is in a script a California police officer cannot read, handing over a booklet that says the same thing in English makes a roadside stop shorter and calmer. Rental car counters often ask for one too, as their own policy rather than as a legal requirement.

Where a legitimate one comes from

An IDP is issued by an authorized body in the country that issued your license, before you travel. In the United States, that authority is held by a very small number of designated organizations. California's DMV does not issue IDPs, and you cannot obtain a valid IDP for a foreign license after arriving here.

If a website offers to sell you an "international driver's license" or an IDP for any country, for any license, delivered by email — that is not a real document. There is no such thing as an international driver's license. Money spent there is money gone, and presenting a fake document to a police officer makes a simple situation much worse.

What it means for insurance

Nothing, directly. Carriers rate drivers on a license record, and an IDP is not a license record. What matters to a California insurer is which license you actually hold and whether they can verify a driving history against it.

The practical packing list

If you are visiting and plan to drive: your valid home-country license, an IDP if your country issues one and your license is not in English, and evidence of insurance for whatever you are driving. Vehicle Code section 16028 requires that last one to be producible on demand, and electronic verification on a phone counts.
